Terminate a wind-stow early if the wind conditions are currently okay.

Context:

When excessive wind speeds are detected by the control system, the telescope is automatically stowed, and then held stowed, regardless of the wind speeds for a certain minimum time, before the control system checks whether the wind speeds have calmed sufficiently for observations to resume. The check_wind command can be used by the observer to force the control system to check the wind-speed before the normal minimum time interval has passed, and terminate the wind-stow if the wind has calmed down sufficiently.

Note that the parameters that govern the normal wind-stow behavior are configured at startup with the wind command.
